the coliseum. >> even if you weren't a football fan somehow you knew john mann was madden with his deep bay area. roots was a local hero. his super bowl win with the raiders in the 1970's lives on in the memories of so many. he was just >> beautiful. it was a big giant in his heart was just as big. and we love >> the legendary coach had an even bigger career as a broadcaster, his style and charisma captivated generations of audiences and a video game bearing his name only made him even larger than life man, the broadcast movement and lows and the first person there put lines on the board member, right? what a person. what we what a legend. madden was celebrated monday night at the coliseum, a place he called home for a decade. notable broadcasters, an nfl coaches past and present were among the featured speakers. my biggest takeaway from john. >> was not about the video game, which was special, not

about the broadcasting career, which is the best of all time. it's not about the hall of fame coaching career which says it all all things. was about, john, the person that widow, virginia, also shared words about her husband. >> i know out there. and i know he's smiling down on all of his players that are here. and all of you people, the fans that supported him for many years proceeds from the tickets for the memorial event went to madden charities which provides educational opportunities for youth in oakland. >> madden was 85 years old when he died in december. dan thorn kron, 4 news. so the larger than life madden had an influence on several aspects of the game. those he touched personally also paying their tributes to him at the coliseum. during tonight's memorial, much beloved before the memorial power for sports reporter kate rooney. talk

with some of the people who knew him best. and she talked about what john madden really meant to them. kaye joins us now from our newsroom with more. kate? hi, jonathan hype. and yeah, anyone with an appreciation for sports or video games over the last 4 decades has learned something from john madden. but with so many people on hand tonight. >> who really knew him intimately? i wanted to find out from those closest to him. what made the legendary coach special? >> we would talk football quite a and strategy and in a game planning and you know about other teams and whatnot, of course. but even when i started in television and we get some games from the booth, you know, we did london games and we did some other games from the nfl. now, i would call john and ask him his advice because i mean, who did it better? really? who did it better? he was he was and he was and he was the greatest i have my college great teacher,r 2 of my high school. but

>> he was the at this level at his heart was really a teacher. people kind of sometimes think, you know, he was the loud and effective coach. but at heart, he was a teacher. he was an educator and i rode his bus with him for years. and he taught me so much and he would go over. you put a play in the madden cruiser and i have to learn it like what was a safety blitz? where do these people go? and he loved teaching and, you know, he could be boisterous if i didn't get it right away. it was like privilege, you know, to know. >> that sentiment echoed by so many in a couple current nfl coaches. andy reid in ron rivera were also on hand tonight. both of them said what they learned from the coach. you're going to hear that later on coming up tonight in sports. jonathan, thank you know, kate, you mentioned the video game generation versus just the old rate or, you know, raider generation because a lot of the young people didn't know him per se is the radar coast.

they knew because of the games. >> yeah. brett favre was one of the people who filmed a video tribute to him for tonight's memorial. and in that tribute fired said that his daughter who is 22 years old, only knew him from the video game. she had no idea he had anything to do >> so many of us learned a hot what a hot route was bad playing the video jason just said he had to do his homework before you can play well. yeah. thank you, kate. thanks >> all right. let's check on our 4 zone forecast on this monday night. a live look outside san francisco to see the transamerica building on the skyline. clear as a yeah, things definitely cool down for what we saw over the weekend. kron 4 chief meteorologist lawrence karnow here tonight. >> but the forecast for the lovers and what you can expect on tuesday. that's right. it is valentine's day. so if you want head out this evening or just hanging out, let's kind of get blustery out there. now the winds have been picking up as we've got a weak cold front sliding through the stay. cool us off in these temperatures coming way down in the winds. they are starting to really crank up. we're going to see some very gusty winds

overnight tonight, a national weather service has issued a high wind advisory through solano county into the central valley's. if you're traveling that way tomorrow, be careful. in fact, anywhere around the bay area tomorrow going to be blustery. you're seeing some of those winds picking up right now, some 20 some 30 mile an hour gusts out there this evening and more on the way as a cold front finally rolls into the state. it's been a long time more than a month since we've been talking about any rain and things well, and they're not looking very promising. as far as rain is concerned. you can see and not a lot of energy with the system. couple leftover scattered showers there near eureka and a few snow showers over the mountain tops and over the sierra nevada as well. the bay area, there's a slight chance we could see a sprinkle overnight tonight. but boy, it is not going to be much. you will so see the wind, though. we're going to see some very strong gusty winds throughout the night tonight. more of an onshore breeze. now that is going to start switches that are low pressure dies for the south of a sudden start to see more of a northerly component wind. that's that offshore flow is really going to get within tomorrow, 30, maybe some 40

mile an hour gust, blustery day tomorrow into the afternoon. and the temperatures still going to remain on the cool side by tomorrow afternoon. plan on highs only in the 50's and the 60's with all the winds out there, it is going to feel a lot cooler next few days. so those numbers do bounce back as we head into our wednesday and thursday. cool back down over the weekend. thank you, lawrence. another big story tonight. masks will still be required in schools across the state of california state health officials gave the update today as the statewide indoor mask mandate will and tomorrow the state's health and human services secretary doctor mark galli. >> says that they will reassess the requirement in 2 february. 28 keeping an on vaccination rates and covid conditions to decide how to move forward. kelly did not say if there is a specific benchmarks that state leaders want to reach before they drop mask in schools and should not here. >> that we are making a move, you know, taking a little bit more time. consider the

information work with our partners across the state to make sure when the move is made that we doing it successfully. >> his update comes as covid cases and hospitalizations and the state's positivity rate plummeted over the last month. this update comes as governor newsom's administration is getting ready to shift from a pandemic strategy is says to an endemic one. the governor has said that those details would be out sometime this week while the decision to keep mask in schools, at least for now getting some mixed reactions. kron four's dan kerman talked with doctors and educators about the decision. >> the announcement that california school children will need to continue to mask, at least through the 28th of the month is being applauded by both the california teachers association and the california federation of teachers. we believe he's following the much what we've been asking for. we know. >> and we believe that there needs to be an off we do have

mitigating and we just coming out of omicron we've had many schools that were stress with staffing crisis and we want to make sure that our staff and students are safe, that we can continue to keep our schools open. many medical experts are also saying it's a prudent decision. if everything continues in the trajectory is going. >> that is the cases continue to drop as fast as they are dropping. hospitalizations continue to drop and they're dropping really quite rapidly right now. >> we're going to have so much less virus in the community in a couple of weeks that we're having now that that's when you can start to have this discussion about. is it time to get rid of masks in schools? but there's not universal support, elaine, this further. >> is really a disappointment. doctor. jeanne noble is the director of covid response for ucsf emergency department just doesn't make public health or

medical sense to help kids to a higher bar before they can unmask. they have more to lose from the masking and they are lower risk. >> on the 28th of this month, the state will review the numbers again. and if cases and hospitalizations continue to move in the right direction, it's likely the state will announce a future date when masks will no longer be required in schools. dan kerman kron, 4 news effective today. the burlingame school district will dial back its mask requirements for when students are outdoors. >> the district has made outdoor masking an option for students and adults on all of its campuses, though masks are still required indoors. the district also says it will be keeping a close eye on covid cases in the community and across the county and revisit this change if need be. >> when we think that's a good plan, the rates are dropping lower. they're still high.

community transmission level of covid. so there still is a risk but families should be aware that the state is planning to not only drop the indoor mask mandates tomorrow, but soon after february. 28, it certainly looks that like the school mandates will probably drop some time. probably mid march would be something important for families to know. >> parents kron 4 talked with seem to be okay with making masks optional outdoors. the district has also announced he's going to allow volunteers to return indoors as school starting march, the 7th, although the volunteers will need to show proof of vaccination for covid talks of new contract between the mount diablo teachers. union and the district have failed at least for now. both sides have been meeting with a 3rd party mediator for the past few days. teachers say they want a 12 and a half percent pay hike over the next 3 years and have now threaten to walk off the

job if a deal cannot be reached. stay with kron. 4 news for updates as they become available. meanwhile, students at san francisco state and the san jose state university is returning back to campus today for in-person lessons. the start of the spring semester held online because of the high number of covid cases over the winter. but in person learning can now resume. now that cases are starting to trend downward college students in the csu system must be vaccinated and boosted by the end of the month on february. 28th. san francisco voters will decide whether to recall 3 school board members in a special election tomorrow tuesday. >> the board members facing a recall their pictures on your screen. san francisco school board, president gabriela lopez commissioner allison collins and school board vice got mollica. the board has been under fire about his handling of covid about the renaming of schools and a number of other matters.

opponents of the recall say it is a poor use of taxpayer resources. mayor london breed has supported the recall. if the members are recalled, mayor breed will name temporary replacements mail in ballots need to be postmarked by tomorrow. the polls will stay open until 8 o'clock tuesday evening. tonight, a popular tourist attraction in san francisco's fisherman's wharf has now closed its doors for good. the san francisco dungeon, which was an immersive attraction led by dozens of actors, made the announcement today on his website. well, for sale of the second has more on what might have led to the closure, popular tourist attraction, the san francisco dungeon is now the latest to permanently close in san francisco's fisherman's wharf neighborhood. >> the immersive attraction led by actors took guests on a journey through the dark history of san francisco. the company that manages the attraction, merlin entertainments made the announcement on monday with a message posted to its website reading, quote, like the gold rush of 18. 49 in a saloon

broll all good things come to an end. the san francisco dungeon has told its last tails and is now permanently closed but be warned like the ghost of alcatraz are mischief. they find new ways to hunt you. it was a great actor base. >> attraction. and so a little bit difficult during covid that down as a great company and a attraction. they're going time out in san francisco, rodney fun, whose ceo and president of the san francisco chamber of commerce has watched many businesses close its stores throughout the pandemic. we have one point we're tracking that about 50% of the businesses, small businesses had close for temporarily or permanently. we still don't really know the full number you. probably close to merlin entertainments didn't respond to our requests and monday or confirm whether this is a pandemic-related closure. fung says there's no doubt that the lack of visitors has had a negative impact on many of the businesses by the war. we're certainly missing the >> international. this is the domestic is there here in san francisco. tourism is, you know, it's a to b. big part of

san francisco's economy that it's a missing whole prepandemic fung says the city would average up to 20 million visitors each year previously during the pandemic pier. 39 representative said they saw an 87% drop in visitors. know people are starting to come back. city representatives say we're still not seeing the numbers we used to fund is hopeful that the easing of mask restrictions will bring more people back to the city in the coming weeks. they're hoping now with the mask mandates being lifted to some degree here starting tomorrow we'll start to see businesses start to come employers start to have people come back to the office, which i think is going to be important piece for. >> the support of small business until second reporting kron, 4 news, the bay area, not the only city dealing with a recent string of smash-and-grab thefts. >> nationwide, new york city and los angeles also among the hardest hit cities, according to a loss prevention experts, the crimes have spiked during the pandemic. reports say the

average company has lost around $7500 per robbery in 2020 as recently as 2019. that number was just $800. a recent incident in fresno lead with 15 people armed with hammers, stealing jewelry from a store. another possible factor. more online shopping. >> more people shopping online in my opinion is probably the biggest driver because there's more demand for product online. and that is an outlet where a lot of the stolen product ends up. >> shepard says designer clothes, laundry detergent, allergy, medicine and purses are among the top items that were stolen. >> other news tonight, new in the south bay cracking down on an escalating crime while also honoring a victim last year. a san jose man was murdered while he was trying to stop a thief stealing his catalytic converter from his car. well, now the san jose police foundation is launching a new program in hopes of preventing these acts and protecting innocent victims force to resist asked who has the story?

>> it is a devious crime. the stealing of catalytic converters the crime also dangerous. an innocent man trying to stop thieves gunned down in front of his own home. >> in memory of the new and jose resident who was tragically shot and killed when he came out to investigate 2 individuals who are in the process of actually stealing his catalytic converter. rob fisher is president of the san jose police foundation. >> take a look at this. the foundation along with 3 auto dealerships teaming up to curb this crime and possibly save lives. the program is called edge and protect and this is how it works. >> but what will happen individuals who take their cars into participating mechanics will automatically have their catalytic converters within their own vehicles touch with license plate number. and they will also painted on it certain other identifying information

with the idea being that it shtuld deter thieves. hopefully in the active, actually trying to steal those catalytic converters because no recognize that they're not generic and that they can be traced back to an individual while 3 dealerships, including stevens creek, toyota in capital honda. >> donating the work for free supplies are from the foundation. fisher says that they are hoping it catches on it other places and in other cities. and yeah, we are hopeful that that other foundations and other police departments will piek this up and spread it more broadly. >> i think the more determined we get the less likely this will really continue to proliferate as a crime besides the potential threat of facing off and armed criminal. it also poses a financial hardship on average. it costs about $1000 to replace a catalytic converter. >> the program started monday and a spokesperson, one of the dealerships tells me that the list is already filling up

and love which allowed students and staff members to volunteer flags at government buildings in the sunshine state flew at half-staff today. >> top u.s. officials are warning a russian invasion into ukraine could happen at any moment. and the president of ukraine is warning that an attack could come on wednesday. meanwhile, president joe biden spent the past week in on phone calls with top american and foreign officials preparing kron. 4 washington correspondent anna wiernicki has has the latest. >> good evening. in an hour. long phone call this weekend, president biden made it very clear to russian president vladimir the u.s. is prepared to respond if russia does decide to invade ukraine. well, now it's a waiting game. >> military action could happen any day. pentagon press secretary john kirby says all eyes are on russian president vladimir continues to do the things and that you would expect one to do it if one was planning a major military action. kirby says the u.s. is

prepared to respond on saturday. the pentagon ordered u.s. troops deployed in ukraine to leave the country and reposition elsewhere in europe to reassure our allies and our partners to determine gresham against the alliance, to conduct some joint training in response to the buildup of russian forces over the weekend. state department spokesperson ned price says the u.s. embassy and any remaining diplomats are being moved to western ukraine. we're in the process of relocating our diplomatic staff from steve to let the price says he is still hopeful free peaceful outcome but says it's up to russia. we will rain remain committed to doing that for as long as we can. but russia must de-escalate and engage in genuine dialogue. >> and diplomacy. >> was a very dangerous situation following a briefing with national security adviser jake sullivan on monday, senators from both parties expressed concern. concern is very high and i think shared by it. >> their new everyone who's taking a close look at the russians are prepared to

>> gas prices once again on the rise. the golden state now creeping closer to record prices. triple a says that crude oil prices have jumped by $30 a barrel since august. the average price for a gallon of regular unleaded here in the golden state, nelson said $4 and $0.70. tripoli says if you're hoping to see prices drop before the summer surge, guess what, folks, you will be disappointed. >> if any believes going to happen. doesn't look like it will happen till at least the end of this year. unfortunately, for many voters here in the united states, we don't anticipate paying less than $3 for much of this year.

>> according to the national weather service today is day 38 without measurable rainfall in downtown san francisco. as you know, december january and generally considered the rainy season. the core wet months for the bay area. kron four's amid to harry talked with the new year just about how it's now impacting our drought conditions. >> i'm told it's not unusual to have 2 or 3 week try spell in the middle of winter, but this midwinter dry spell that we're going through right now is the 4th driest on national

weather service's records and their records go back 173 years. our vegetation is actually start to dry out. if you take a look at the california drought map, it reflects that. >> almost all of the state does in a moderate to severe drought category. and in a study recently published in the journal nature, climate change, scientists are calling it a mega drought. the study measured moisture in soil and found 2000 to 2021. was the driest. 22 year period since at least the year 800. it on a narrower scale. nws warning coordination. meteorologist brian garcia says the current water year could get very dry. that band it's about to get ripped off. >> and we're looking like we're going to start seeing those drought impacts again as we go into the summer. the water year runs from october. first to september, 30th garcia says it started out

very wet in october. november was dry, but then december was another wet month. >> because of those 2 wet months for the water year right now around the bay area for the most part we're anywhere between about 80% of normal to right around 100% of normal december january and february are usually the core wet months. >> but meteorologists are forecasting much rain through the end of february. that means those percentages will continue to decrease over time as we march toward september. 30th garcia also added that despite the fact that we're in the weather months. >> we've had several very warm days that broke records recently. >> that dried out vegetation, which could lead to fire its keep in mind. >> that fire starts are possible and mid winter when we don't have any rain. so make sure you watch the sparks. meteorologists tells me it's always a good time to conserve water. so he recommends doing that.

four's rob nesbitt talked with the agencies involved about the dangers. both the coast guard in the marine county fire department say that sneaker waves are difficult for even the most advanced swimmers to navigate. it's the type of way, but now has the padilla family making funeral plans? >> for days, multiple rescue agencies in moraine county search the waters of near beach for jose padilla. his fiance shawn hinson posted online but the national park service recovered his body. >> saying, quote, he was found just before sundown on february. 11th on the shore near the accident site. now we will be able to bring him home to his family in honduras. before that, we want to host a memorial to give everyone an opportunity to say goodbye, raising money online for the memorial with a $10,000 goal. according to the u.s. coast guard, sneaker waves were responsible for 17 deaths along the california coast last year. search and rescue specialist with the coast guard douglas amp's as winter storms in the gulf of alaska caused the sneaker wave that
